Most 13.56 MHz readers send the card's UID, and a UID can be copied onto a writable blank with inexpensive tools. The readers in this subcategory check encrypted card data before they output a number. A card that only copies the UID is not accepted.

No. Cards are prepared with a standalone issuing program, and the controller receives an ordinary Wiegand 26, 34 or 66-bit number that it enrolls like any other card.
Not against a determined attacker. Its Crypto-1 cipher was publicly broken more than a decade ago, and UID-only reading is weaker still. Encrypted card-set readers are a practical upgrade from UID-only readers. For new high-security systems, specify AES-based credentials such as MIFARE DESFire EV2/EV3 and confirm reader support with us.
